POE Advisory Group Mission and Goals


  • To determine the best methods of providing quality education and training to our supplier community.


  • Develop timely, useful, relevant educational opportunities for our suppliers
  • Provide input in the creation, implementation and review of Provider Education and Training
  • Determine innovative, cost effective methods of using technology in provider education and training CMS Internet Only Manual (IOM), Publication 100-09, Chapter 6

Standing Agenda Items

  • Coronavirus (COVID-19) Public Health Emergency (PHE)
    • Waivers and flexibilities remain in place look for update soon
      • Last extension expires October 2021 - extension subsequently announced for an additional 90 days into January 2022
    • Post COVID-19 PHE Guidance
      • Send questions to DME POEAG email ( and Noridian forwards to CMS
    • Sequestration suspension extended to December 31, 2021
  • Targeted Probe & Educate (TPE) resumed
    • Cases opened prior to the pandemic were closed
      • Noridian will investigate providing additional education on this issue
      • Question - How many TPEs can a supplier be involved in at one time?
        • Response - Noridian Medical Review tries to limit reviews to not cause undue burden for a supplier. Follow up with our medical review team confirms that they will only open one review per PTAN per jurisdiction.
      • Some suppliers receiving multiple TPEs and wondering if they are based on National Provider Identifier (NPI) or PTAN?
        • Response - Noridian medical review has confirmed that review is based on PTAN.
  • Post-Payment Clinical Review Ended
  • Education for Practitioners
    • Continue to seek opportunities
    • Provided a tutorial to the American Association of Nurse Practitioners (AANP) on oxygen and PAP that is in the final approval process
      • After the meeting it was published by AANP with their education materials

Follow-up from Previous Meeting


  • Updated Dear Clinician Letters
    • Per request, continuous glucose monitors (CGM) Checklists and clinician letters have been updated:
      • Checklist to assist clinicians with coverage and documentation requirements
      • Clinician directed letter that advises them as to what type of documentation is necessary in medical records to support payment of glucose monitors and related supplies
      • Clinician directed letter that reminds them that ongoing need for and use of durable medical equipment prosthetic, orthotics, and supplies (DMEPOS) item must be documented in patient's medical record
  • Suggestions for engaging audiences
    • Incorporating more website tours during presentation - feedback has been extremely positive
      • Comment - Attended parenteral webinar and the presenter navigated the website a couple of times during the event and we found this was helpful
    • Please remind staff to take the webinar survey; the link can always be found in the Chat feature and they can take it during the webinar.
      • Comment - Allow a minute during the webinar to take the survey or require the survey be taken to receive the continuing education units (CEUs)
    • Working on implementing "pop quizzes"
  • HIGLAS Recoupment by TIN
    • Currently there is not a way from the remittance advice or the portal that suppliers are able to get the PTAN that the recoupment was taken back on without calling the Provider Contact Center.
  • Additional Enteral and Parenteral education following retirement of Local Coverage Determinations (LCDs)
    • Multiple webinars held
      • Comment - Parenteral was helpful; but member had staff member attend enteral who didn't find it informative Member will follow-up and provide more detailed feedback to Noridian.


  • Level 200 Ventilator Webinar
    • Three scenarios completed, looking for two more
  • Frequently Asked Questions - Philips Respironics Respiratory Products Recall - Revised
    • Initially published June 25, revised July 16
    • Frequently Asked Questions (FAQ) posted on Noridian website
    • No updates, waiting on further direction if there is any related to Medicare
  • Physician-directed Prior Authorization (PA) Education
    • Webinar will be presented on October 27 at 1 PM CT
    • Part B will also be in attendance
  • Joint POEAG to develop education for clinicians ordering DMEPOS
    • In progress
    • Tentatively looking at development by policy
      • Suggestion - CGM, there are constant commercials, it seems to be a hot topic
      • Suggestion - Enteral and parenteral nutrition (after checklists have been reviewed)

  3. Do we have another call on October 28?
    1. No, that is in error, cancellation sent
  4. Webinars have run long lately, is this considered regarding American Academy of Professional Coders (AAPC) CEUs?
    1. Yes, provided the individual attends the full hour the event was scheduled for, the CEU is issued.
  5. Do longer or shorter webinars work best for suppliers?
    1. Per members that depends; longer webinars provide more information, but it can be difficult to schedule time in the day to attend.
  6. I registered for the Advance Beneficiary Notice of Noncoverage (ABN) webinar on November 4. Is there more information available on the Noridian or centers for Medicare and Medicaid services (CMS) site?
    1. Both sites contain information regarding changes that affect Fee-for-Service Medicare:
      1. Noridian ABN information
      2. CMS ABN information
