Power Wheelchair Hardware and Accessories

It has come to the attention of the DME MACs that there is confusion regarding the billing of certain power wheelchair electronic codes. This article provides instructions on the appropriate billing of power wheelchair electronics, such as actuators, controllers, harnesses and interfaces, specifically addressing the following codes:

E2310  Power wheelchair accessory, electronic connection between wheelchair controller and one power seating system motor, including all related electronics, indicator feature, mechanical function selection switch, and fixed mounting hardware
E2311  Power wheelchair accessory, electronic connection between wheelchair controller and two or more power seating system motors, including all related electronics, indicator feature, mechanical function selection switch, and fixed mounting hardware
E2313  Power wheelchair accessory, harness for upgrade to expandable controller, including all fasteners, connectors and mounting hardware, each
E2376  Power wheelchair accessory, expandable controller, including all related electronics and mounting hardware, replacement only
E2377  Power wheelchair accessory, expandable controller, including all related electronics and mounting hardware, upgrade provided at initial issue

To better understand the proper use of these codes, key definitions/descriptions must first be reviewed which can also be found in both the Power Mobility Devices and Wheelchair Options/Accessories LCD-related Policy Articles.

Actuator - A motor that operates a specific function of a power seating system - i.e. tilt, back recline, power sliding back, elevating legrest(s), seat elevation or standing system. The actuator is the part that "moves" the powered component. Actuators are not the same as power options. Actuators are used to move components of a power option.

Expandable Controller - Capable of accommodating alternative drive controls and/or operate three or more powered seating actuators through the drive control. Code E2377 is billed at initial issue and code E2376 is billed for complete replacement.

Harness - All of the wires, fuse boxes, fuses, circuits, switches, etc. that are required for the operation of the expandable controller. The reimbursement for any type of complete expandable controller is included in the allowance of codes E2377/E2376 plus E2313. These codes would always be billed together (E2377 + E2313 or E2376 + E2313).

Power Options - Tilt, recline, power elevating legrests, seat elevators, or standing systems that may be added to a power wheelchair (PWC) to accommodate a beneficiary’s specific need for seating assistance. This definition is used in the coding of various PWCs. Per the definition, the only manner a PWC base will be considered a Single Power Option (SPO) is if there is a power tilt, power recline, or power standing. A Multiple Power Option (MPO) PWC base must have a power tilt and recline.

Power Seating Systems - Include tilt, recline, tilt and recline, leg elevation, seat elevation, and standing systems.

Based on the above definitions/descriptions, examples of the proper use of the listed codes are described as follows:

A PWC MPO base with tilt and recline plus one additional covered power function (i.e. seat elevation or power centermount leg rests) would include billing of codes E2377 and E2313. This is because there are at least three powered seating actuators on this PWC base (tilt, recline, plus one other, such as seat elevation). As noted, in the LCD-related policy article, code E2313 can be added to a claim when code E2377 is used.

A PWC SPO base with a power tilt and seat elevation would not include codes E2377 or E2313 as there are only two powered seating actuators.

In either of the above cases, if the beneficiary medically needs to only operate one of the powered seating systems through the drive control, then code E2310 would be appropriate. However, if the beneficiary medically needs to operate two or more powered seating systems through the drive control, then code E2311 would be used.

A beneficiary’s use of alternative drive controls such as a head array or sip and puff would also require the use of expandable electronics and harness, codes E2377 and E2313.

In summary, if there are three or more power actuators used on an SPO or MPO PWC or if alternative drive controls are used, then codes E2377 and E2313 are appropriate.

Suppliers need to read the entire code descriptions as many of the wheelchair accessory codes include all the necessary switches, mounting hardware, etc. and therefore, such switches, mounting hardware, etc. are not separately payable.
