Ready to submit your cost report? The Medicare Cost Report Electronic Filing (MCReF) application is the recommended system for electronically submitting Medicare Cost Reports and Home Office Cost Statements.

Using MCReF, you can:

  • Access settlement-related correspondence and documents
  • View filing history in one location
  • Manage filings across multiple Medicare jurisdictions

Medicare Cost Reports and Home Office Cost Statements cannot be submitted through the Noridian Medicare Portal (NMP) or GoAnywhere Managed File Transfer (MFT).

Providers are strongly encouraged to submit electronically through Medicare Cost Report e-Filing (MCReF).

Before You Submit

Before filing your cost report, make sure you have:

  • Completed the appropriate Medicare Cost Report form
  • Gathered required supporting documentation
  • Obtained any required Provider Statistical & Reimbursement (PS&R) reports
  • Completed the Certification Page
  • Prepared any required exhibits and attachments
  • Confirmed your MCReF access is active

After You Submit

Many providers contact Noridian to verify whether a cost report was received. MCReF provides confirmation of receipt and allows providers to monitor filing status online throughout the review process.

Using MCReF, you can:

  • Confirm successful submission
  • Monitor review and settlement progress
  • Track cost report activity online
  • Access settlement-related correspondence
  • View prior filings and submission history

Access Settlement Documents

For applicable activity, MCReF provides access to important cost report correspondence, including:

  • Interim Rate Review (IRR) letters
  • Tentative Settlement (TS) letters
  • Final Settlement documents
  • Notices of Program Reimbursement (NPRs)

Looking for a settlement letter, NPR, or other cost report correspondence?

For activity available in MCReF, settlement-related documents can often be accessed online without contacting Noridian. Settlement correspondence is typically issued to the provider's designated Cost Report Contact or STAR Contact. Providers should ensure this information remains current by submitting the STAR Contact Change Form (on the Audit and Reimbursement Forms page) whenever contact information changes.

Other Submission Options

While MCReF is the recommended electronic filing application for Medicare Cost Reports, providers may use other approved submission methods when appropriate.

Mail Submission Instructions

If you are submitting your cost report by mail, follow the guidelines below to help ensure timely and efficient processing.

Required Materials
  • A signed Worksheet S (paper copy)
  • A check payable to Noridian, if applicable (paper copy)

All other documentation may be submitted on a disk or USB drive.

Mailing Guidelines

To help avoid processing delays:

  • Submit only one cost report per envelope
  • Mail all required items together
  • Do not staple, paperclip, or bind pages
Provider Audit Media Submission Form

Complete the Provider Audit Media Submission Form (available on our Audit and Reimbursement Forms page) and email it to: nhspass@noridian.com

Include the following information in your email:

  • The password for any password-protected media
  • The PTAN and fiscal year end (FYE) in the email subject line
  • Tracking information in the email body, if applicable
Mailing Address

Refer to the Mailing Addresses page for the appropriate mailing address or courier delivery address.

Important Postmark Information

Noridian only accepts postmarks applied by the United States Postal Service (USPS) as valid.

  • A metered postage machine postmark is not considered valid unless it is accompanied by a USPS postmark.
  • If a USPS postmark is not present, the date Noridian receives the submission will be used as the official postmark date.
