The Review Choice Demonstration (RCD) is a CMS Medicare Fee‑for‑Service compliance initiative that allows certain providers to choose how their claims are reviewed, either before or after payment, based on their compliance history.

The goal is to:

• Improve compliance with Medicare coverage, coding, and payment rules
• Reduce improper payments and appeals
• Lower administrative burden for providers who demonstrate compliance

Inpatient Rehabilitation Facility (IRF) - California only - This demonstration applies to IRFs that provide rehabilitation services, are enrolled in the Medicare Fee-for-Service (FFS) program, submit claims to Jurisdiction E, and render services in the state of California.
